chef  here! have a 5040 and it always been hard steering. well,
took off the steering cylinder and had it rebuilt. put it back on today and now it is even
harder to steer . any idea where to start? i'm not sure where to check the fluid.but
i followed the lines and all i could find is a dip stick on the right hand below the seat. checked it and it was milk color. if that is the right place to check it?all help is
welcomed!! don't have a manual yet. it belongs to my brother.

                                          Thanks,chef

It should have two pumps on side of engine. One in front and one behind front plate. One for hydraulics, the other for power steering with a small tank above engine.                  MACK

In addition to what has been said check out the front spindles and keep them grease well
all the time.On basically the same Fiat built set up on my 2WD 1365 Oliver the bushing on the front spindle had locked to the shaft, swapped the front end out off a Long 550 solved the steering problem.

Some of the Fiat tractors used a separate supply tank, some pulled the fluid for the PS from the trans on the same line as the hydraulic pump.

Person that rebuilt it tell you about adjusting the P/S Cylinder control valve after you install on tractor and know you have oil pressure to cylinder . Have rebuilt  many of these over the years ,not just a reinstall   and go after rebuild.

definatly check the front spindles!!! grease zerk is half way down the shaft and just because it takes grease doesn't mean both the top and bottom is getting grease. I don't remember the top but the bottom is just bushed and mine on one side was jammed from years of dust and mud. Had rebuilt the steering cyl. and I think I had to chase parts from Long dealer. Figured it out when I had a flat tire. Took pulling the axle on one side (porta-power) and a BIG press to push the spindle out, cleaned it up and it slid back in easily. Good times
