  I have a 190xt I bought used. It has been setting up for 4 years. I have everything working and running except position control. All linkage is correct as pictured in manual.
  any suggestions?

Do the levers move freely?
Another place to suspect is the pump section that supplies pressure for the mid inlet on the valve.

Linkage is frozen under right side under fuel tank that runs from top of right lift arm to pivot above axel.    MACK

 All linkage is moving freely and moves plunger at sensing valve, so I may have a pump problem. I will need to get a pressure and flow gage tool to check pump and valve settings.

If I have a pump problem, is it ok to try rebuilding pump or should replace it

Before you condemn the pump, manually push in the Traction Booster spool all the way with the engine rev'd up and see if it will even lift the hitch with the lift/lower lever in "hold"....no lift....probably pump problems. There's one piece of linkage under the fuel tank that used to flop over backwards and make the linkage inoperable....I used to install a 1/4" bolt/nut in an unused hole to keep that from happening.
