just got an other bush hog,,it does not have a clutch on the pto,,should I put one on or will the 190 pto be all right ?  thanks

It probably has a shear bolt. It is to protect the mower and not the tractor.

You need an overrunning clutch. Without one the brush hog will push the tractor when you push in the tractor clutch.

As an alternative, one could put the power director in neutral at the same time. Or disengage the PTO when you step on the clutch.

If it does not have a slip clutch, It's probably not big enough to push a 190xt around as long as you have good brakes. I use the power director on my D17 and 170 and have no problem. It's not a problem with my WD when using the hand clutch. My Ford NAA is another story. Yes I know it is not orange but it belonged to my wife's uncle.

 D 14 pulled combine for years with PTO and no problem.Put bush hog on and twisted shaft where pto is engaged.Fixed by grind splines a little. Put clutch on and never had that trouble again .When you hit a heart of a six inch pine stump something has got to give,

You do not need an over running clutch on the tractor's pto. Use the hand clutch to stop. That's what it's for.

Sometimes you need to go from a forward gear to reverse. If you have an overrunning clutch you can just push in the foot clutch and not have to put the PD in the neutral position. My 7 foot mower didn't come with a slip clutch or overrunning clutch and pushed the XT. It now has both.
