190XT leaking valve body

When I bought my well worn and previously enjoyed XT several years ago, the hydraulic valve body was covered in oil, dirt, and more oil.  All of the tractor's problems have been solved except for the leaking valve body.
I took each section apart and if you refer to the diagram below, I replaced O-rings #6 (top left), 1, and 14 on each valve.  Each of the 3 valve sections are still leaking, but the one for the lift arms leaks the worst (facing the front of the tractor). 
This diagram also shows O-rings around the detent section (#'s 6 and 18).  Could it be these ones which are leaking?  If so, how hard are they to replace?  I have heard if the detent balls fall out, they will never go back in place.
I appreciate any assistance.

Best to remove the valve assembly, buy three seal kits + one oring between sections. Wash it up and do it right.      MACK

I agree with MACK.
Also, are the tie bolts tight? It could be leaking at the section o rings.
I would also check the lines going to the valve. Check for leaks under pressure to be sure where they are coming from.

The lines are dry and I did replace the O rings between each section.  What is involved in replacing the O rings around spring detents?  Are there any threats of the detent balls falling out?

As you can see, I have cleaned it up and am doing it right.  The whole body was removed , (some) O-rings replaced, cleaned and painted before put back in the tractor.  Trying to get the leaking solved, but I really don't want to have to remove it again.  That confounded console control would have to come off AGAIN!

On something like the detents you can make you a dummy plunger and push old plunger out with dummy and not let balls  drop down.Reverse to install back .Be real careful.P S It works on putting a spring in a snap couple too.
