How is the hydraulic pto supposed to work. If the stop postion does not work how difficult is it to repair? My PTO turns all the time. Any input will be appreciated.

The brake thingy's that stop the PTO from turning are worn. The brake is not for stopping implements. I let my lever in the neutral position.
