see a 180 with a 190 turbo on it, and they say it has 5-6 psi boost? what does mean you had a poor mans 190?

A straight 190 is the same exact engine as a 180 with 200 more RPM and more fuel delivery. The 190XT has the turbo with even more fuel than a 190 and will make 10 PSI of boost under full load. A 180 with a claimed 5 psi boost reflects lower fuel delivery and RPM.
