I have a 1939 B model, hand crank, it ran two years ago
I just rebuilt the carb, magneto. I have great spark and fuel. Tractor won't start, get a little smoke out of the stack, but won't kick over. I tried towing it with another tractor, still nothing.
Any help would be greatly apprceiated

The first thing I would suspect is timing. Assuming the mag is timed right internally, make sure the wires are connected to the cylinders 1-2-4-3. 

I could probably give you step-by-step instructions, but this link explains it better than I could.

since you have spark and fuel, it almost has to be the timing...Check plug wires, check impulse operation , check static timing.
Like them all, but love the "B"s.

Thank you, I don't have a "C" or "A" on the fiber wheel. So I'll try putting the beveled tooth at 12 o clock. That might be the problem

yep.. if your missing the "C", then put the bevel tooth at 12 o'clock... and make sure the outside LUG is in this position and install the cover.
