I have a Vicon cm 165 disk mower  that  requires a seal kit for the lift cylinder. I am having a hard time locating a seal kit

Try buying the parts individual.  I am referring to the seal company's parts books.  I have got many seals/scrapers/wipers/etc as individual parts.  Many times a seal or o-ring is all you need and not a complete kit.  I get all my parts like this from Wolfe Equipment in Melbourne 519 289 2150.  You will need to measure the parts you need.  Ask for Lorne, if they can't help you the dealer original dealer will be the only one who can get the parts, I can assure you.

Baum hydraulics in Omaha has a lot of kits by application, perhaps they can help.
If it weren't for the last minute, I wouldn't get anything done!
