H3 throttle drifting to idle?

On my H3 the throttle seems to want to drift back to idle if you have it anyplace but idle. Is there a friction disk someplace that is supposed to hold the throttle where you set it? If so where is it and is it still available? Thanks

Yes. There is a friction inducing setup on mine attatched to the throttle lever.
