653 Dozer reverse issue

I have a 653 Dozer from the mid 70's that will not reverse. Previously  it would not reverse if it was nose down, but if I would lift the body level with the blade it would reverse. Now it will not. I cannot find anyone local to work on this issue, or provide any suggestion for repair. The engine has been rebuilt recently. I have manuals,  but they skim over the transmission.
Any clues?

Check to make sure your fluid levels are full in the transmission and torque converter.

Hyd Clutch pack . check fluid levels is first idea. 
My HD4 lost reverse while running it and found it had broken spring in the shuttle valve where the control would not slide into position to allow oil to reverse side of clutch pack. new spring and it worked again. I had fwd and neutral but rev just quit while backing out of excavation. .

In the manual there should be some thing s on hyd pressure and which lines feed what , I also believe there is a listing of where pressure reading can be taken . These are in the shop service manuals. 
 Should be a filter in that system also - believe it is mounted in front of engine area small can shaped fixture as it is high pressure filter .
