Is this one "salvagable",,,,,?

 I recently bought a 6" table top grinder that looked like a brand new piece as the green paint looked like new and  the motor spun easily when turned by hand,,,,,It had two new wheels,, a fine grinder wheel and a wire wheel, both looking like not been used.
  Get it home,,plug it in and there is a loud buzzing noise coming from motor while trying to turn.  Have my helper plug the cord in while I spin the wire wheel with a screw driver as he plugs it in. Motor tries to turn and noise is same loud buzzing sound,,,,YIKES,,,!!!!
 Anyone got an idee if possibility of worthwhile repair,???

	Two possibilities and I don't know what type motor so FWIW. If capacitor start, look at either the start capacitor, or the centrifugal switch in the starting circuit. If split phase, look at the centrifugal switch in the starting circuit. In a single phase electric motor starting current must be shifted some number of degrees, (approaching 90) to start the rotor rotating and this phase shift is shifted out by the starting switch. These switches can, and do go bad.

	If it has a start capacitor it could be a bad capacitor. However I have a grinder that gave me the same problem. The start switch inside the motor works with a centrifugal mechanism that moved on the shaft because a set screw came loose. Take the motor apart and check it out. Good luck.
