What is the proper rim width for this, it measure around 17.25, if i am meausreing this right, widest rims i can find are 15. I was under impression a 15 inch is for a 16.9x28 tire?

Does sanyone have a rim close to southern IN?   even a rusted one i could patch, mine is shot as it split for about 2 feet along the bead , no repairing it.

Your 17.25 is measuring to the outsides of the rim.  You need to measure between the "lips" where the tire seats.  For an 18.4 you need 16" of space between them.
The innovators offer what others will imitate.
