The neighbors is having trouble with his 715C backhoe. When the shuttle is in neutral the hoe goes forward and when the shuttle is put in the reverse it stops the hoe like the brakes were applied. When you bring the RPM up to about half throttle or more it will slowly start backing very slowly. We checked all the fluids and they are all right where they need to be. Was wondering if the torque converter has went bad or what the problem was.

Seems like something in clutch pack is out of kilter - generally when something is wrong in torque converter areas all power would be lost , when clutches start going the fwd side seems to suffer with slipping - but reverse seems to stay working . 
look at the movement of the control for the fwd / rev lever to unit to be sure that is working to full extent of lever movement of box. 
 the clutch pedal (far left on floor) also just controls hyd pressure to clutch pack to allow proper pressure on clutches - check that also
