 I pulled the gov off my wc to clean it up and get ready for paint but don't know how to time it. I turned the engine over to the mag timing mark before I pulled it but later on not thinking I turned it over on the engine stand. I'm hoping not to pull the timing cover.

Just bumb the engine over till you get number one up on compression . Install gov and distributor . you can install the gov. before doing that iy really dont have to be in time but the distributor does.

time it just as the procedure calls out for the mag.

When you have number one cylinder at TDC the mag mounting slot needs to be horizontal.  Actually since this turns at crankshaft speed it needs to be horizontal when any of the pistons are at TDC, that is the only place the mag impulse fires.  Look at the set screw on the front crankshaft pulley, when it is pointing either straight up or straight down that is when this slot needs to be horizontal.  Turn the motor over a few times with the hand crank and you will see that this turns the same speed as the front pulley and when you have it right it will be horizontal everytime the set screw on the front pulley points up or down.  HTH Tom
