Hi! New to forum just purchased a HD5B and I have a problem with left track not wanting to work, looking in the steering clutch resevoir 1/4 full of liquid is this norm for 1946 or is it supposed to be dry. I am assuming the clutch is froze up. Any help would be appreciated.

The clutch compartment should be dry and free of rust on the clutches. I have one to redo and has both clutches stuck.

The HD5 stering cluch are dry just remove the plug under housing for draining

On bottom of tractor is a 3/4" pipe plug . This is to be left open as a case drain unless working in wet location. Inside of case also seems to attract mice and collect things which will block drain hole - creating problems. 
Also on underside of machine is a bolt which is used to support the brake band to keep it from dragging on brake-clutch drum.
 If the clutch will not release - removal and clean up of clutch is the option .
