I have a friend that has a 38 B and he thinks there is a problem with the mag.
No start and am assuming no spark. I know nothing about them.
What would be a good approach to checking it out?
I know it sounds kind of vague but that is all I have right now.
Any ideas?

First have to find out for sure if there is spark or not. How good of friend, have him hold a plug wire while you crank it. Or you can just pull a plug wire off, stick a screw driver in the cap and hold it an 1/8" or so off of the plug and see if it jumps a spark when it comes around.

Mags are sort of a special breed, was a time lots of guys knew enough to get them to work. about all I can do is change points.  My sugestion is to first see if you have spark as Lonnie said -- if not send it to Steve to fix it- he is a good guy and you can trust him to do good work!!

If you don't have spark, clean the points. Drag a paper match stick through them a few times. They get a film on them from sitting. Bob
