On a limb here. If anything like Kansas an Oklahoma a camera picks up your license plate and sends a bill to the plate owner’s address.

When we went south between Beloit and Rockford there is a toll. You can go online to a website site and enter you license plate number and pay it. Wife took care of it, so I don't know exact details. On a side note, we were getting a notice from Kansas for a toll, we were never there. So, we had a prepaid debit card with a low balance we had gotten for a rebate on something. We used that to pay the toll. We figured the headaches and hassle and phone time trying to fix it was worth more than just paying. and if it was a scam they wouldn't get far with the prepaid card. I think she just used like a PayPal account.

Here for most tolls E-Z-Pass gives the discount. Without one you revert to Pay-By-Plate and you will be billed to the address attached to the tag of the vehicle, the rate will be about double to that of E-Z-Pass holders.
  
On another front to DanWi: years ago I was sent a photo ticket from D.C. for running a read light in my pickup.  Although the photo of the plate shoed the tag number of my pickup, however the tag was a D.C. issue, not Maryland. The larger photo clearly showed a small sedan.  I returned the ticket with sharp photos of the same angle of the pickup as the ticket showed the car and a close up of the Maryland truck plate with a letter stating the my pickup had never be to D.C. and it was clearly not the vehicle the Red-Light-camera  captured.
As well as there are many SCAMS around of fake tolls due.   
If it was fun to pull in LOW gear, I could have a John Deere.
Real pullers don't have speed limits.

I received several threatening texts and emails regarding past due tolls. Once I receive the bill in the mail and paid it, the other communication stopped

It really freaks out first time you get to the toll booths and there is no one there. For reference when I drove semi tolls for a 5-axle semi was still $.75 or a $1.25. You get to the toll booth and there is no one there and you have a few dollars in change ready, and you stop but you're not supposed to stop. You look around quick and back on the gas. Back during the semi driving days there were the ones with the basket and red-light green light but no gate. you rolled thru them in a low gear and thru a little change so it looked like you made the motions and away you went.

Don't be a scuffer and spray Rustoleum clear reflective stuff on your tag so it can't be read at night(LOL)

Best 'bypass' I heard  was a guy drove the 407 toll road here in Ontario for 2-3 years for free. We have ONE toll road, WE built, but now owned by foreigners. Don't get me started...
anyway..
He'd taken 2 plates, cut them in half to make a new one. eventually the  407  ran a scan of all plates with 'abc....' and '...789' and the computer got a hit. He was finally caught. seems the clever guy had used two of HIS old plates.......
sigh, had he just used 'roadkill' plates, he'd probably still be running free.

Blew through the stretch north of Rockford a couple years ago and back. Caught of guard at empty toll booths...WTH. just mashed on it and went on. Son-in-law said it get something in the mail. Not yet....
