Did AC build all the speed patrol or was it like the crawler loaders that Tracomotive built the loader part. So was a second company involved?

Short answer is no. AC bought out Ryan in 1931, sometime before that, Ryan had bought Edwards. The speed patrol didn't arrive on the scene til 1938...
