My D17 Series 1 gas tractor wouldn't turn over at all the last time I tried to start it.  It was started and ran fine just a month or so ago.  I took the starter off and had it tested at the local Western Auto and they said it was fine but the gear was very noisy but didn't know anything about tractor starters.  I brought the starter back home and took it apart and here is what I have.  The gear that contacts the flywheel doesn't seem to go back into the housing very far, maybe goes back a 1/4 inch to 3/8" and then just clicks.  In the photo that is all the further "down" the threads it goes.  Turning it the other way just compresses the spring and forces it out... nothing looks broken.  I will try to post a video and picture.

That is a "follow through bendix" it has a spring loaded pin that pops into a square cut end of the helix that prevents it from retracting back to park position. The engine has to start and spin the starter faster than the starter motor runs so so the centrifical force compresses the spring and the pin retracts so the gear can screw to the to the bottom of the helix and be fully retracted. these were a huge improvement to a standard bendix which would retract everytime the engine fired and you would have let the starter coast to a stop and reengage often many times to get a poor startting rig to run.
 if the starter is together you can often spin the gear with a wire wheel on a grinder to retract it just try spinning one way then the other to make it work.
I made one of these fit my D14 30 years ago and got the spring a little stiff so I have to rev the motor slightly to disengage the starter. I built the starter from old flathead chrysler starter parts and put it on to test and have never had it off since. I had the original allis starter off at least once a year before the conversion.

Just been through two of those starters... and yes, it is exactly like Hyperpac says for the bendix to retract... but it was two springs and pins in my bendix's.
 Even the new bendix drive will have some wobble in the shell/bell of the drive... the teeth look a little sharp... You can take the Bendix assembly off by compressing the spring enough to get a screwdriver on the head of the screw and back it out. and remove the washers assembly on the end too... will be a wire snap ring inside the washer.   $44 bucks was the cost for me to replace it... but the nose cone was broke on mine and that was about 80 bucks.... I could have had rebuilts from 160-230 dollars... and foreign made one for 280 but I have been told those are crap.  Incidentally, the one starter I had to replace nose cone and bendix on was a rebuilt and they did not have the center bearing support and that allowed the shaft to flex in it.  Slip a new bendix on and a new set of brushes, (your armature looks really good from here) Should chuck it in a lathe or armature cutter and see if it is perfectly round, and do not cut in between the contact strips like they did on generators... and check your bushings too.
  On the one starter, I got the bendix locked out but I put the starter on gently and got the gear engaged and the flanges flush with the housing before tightening any bolts or you can break the nose cone in that process.
  And do not bend or break the brush holders when putting back together.  Good luck

I couldn't hold the starter and the camera at the same time... had to get the wife to come over to help... ain't she great.
