I have a leaking manifold, I will have the manifold surfaced, but it is too late to do anything to the engine. Would two gaskets help?, is there any high temperature gasket cement?, any other solutions, or suggestions.

What did the ports look like on the head? If they were not rusted to where it would cause a leak it should seal if the manifold is cleaned up. I wouldn't use two manifold gaskets. After you have the manifold surfaced and it looks like you have some low areas on the head you could use some epoxy cast iron. Spray some paint on the head around the ports and take a flat file and remove the paint or as much as you can. That will show the low spots if you have any.

It's never too late to fix the exhaust ports on the head if they are eroded. Do like Dick said or find a GOOD straight edge to check the side of the head for low spots. There are all kinds of epoxies out there that could be used. Find the right one and you can fix low spots with it still on the tractor.
Having the manifold machined is a waste if you don't have a decent surface on the head to seal up to.
