Been a while since its been off, trying to finish up restore, I put carb on lined up notch, but all it does is idle, do you have to have spring pressure against governor shaft or did I simply not get notch into wood bushing. Probably a dumb mistake any help out there thanks!!!

Been in to alot of these just  a U last week .Where do you see a wooden bushing .There is a felt that is around the shaft that comes thrught the block ,for oil control .
