Can someone tell me if these tires will work on a C. The tires on the tractor has: 12.4-24 on 11" Rim 11-24.

Are they the same size?

12.4 - 24 is 12.4 - 24.  12.4- 24 is the current size designation for the tire that should be on an 11" wide rim, they just often do not show the wording for 11" rims any more.  The ones you are looking at are the same size, just a heavier ply rating.

yep... most of the tires were 4 ply.. the ones your looking at are 8 ply.. Heavier duty, maybe a little stiffer sidewall... should work great.
Like them all, but love the "B"s.

Do you have to use tubes? I assume we'll need tubes. If so which ones?

I get good radial tubes from a tire shop.  The shop can give you the right ones.  I suspect they will say for 11.2 and 12.4 tires.  Radial tubes these days are much better quality in most csaes.
