I'm guessing it is.
The narrower size goes with 18.4x38 and 14.9x28 goes with 20.8x38. |

I think a 13.6 goes on a 12" rim, 14.9 goes on a 13", a 16.9 goes on a 15", and 18.4 goes on a 16".
It would fit on the narrower rim ok, but the tread would be a little more ballooned and the sidewalls puckered in just a hair. |

The off set on the rim is different too.
