Make sure cable is moving shifter all the way. Does it work ok in  all the other speeds? Put shifter in reverse then go to valve body and see if lever out of valve will move any farther by unhooking cable. Lever on valve gets loose on shaft.   MACK

I had the same thing happen to my 7010, it ended up being 2 clutch plates and a bad seal. There is a way to check pressures to determine what's wrong!

If the lever issue Mack describes isn't the problem, you need a set of gauges to take some readings, on the test ports to get to the next step.

Worst case scenario if you do all of above and everything checks out, then I would suspect the inside teeth on the C2 clutch packs have failed, thus not able to drive the hub = no reverse. There is always a certain amount of clutch shutter, high reverse, and over time it takes its toll on the teeth. This was an update on the friction disks, something about the teeth being harder. Dr. can provide more ideas, I'm just speaking from experience. Good Luck, Mike

C2 clutch is also used as transmission brake and if abused can cause wear of the inside teeth, have also seen the plates split open.

If you do not have power steering, the torque limiter could be bad/broken. Any other hydraulic functions work?

You have at least two separate problems here. The transmission (reverse) sounds like an internal problem if the valve body had been closely inspected. Sometimes an experienced eye can see something that the average guy might miss.  The steering is not related to the reverse problem. The steering uses a different pump, filters, and reservoir than the transmission circuit. Remember, the dipstick in the floor of the cab is for transmission, the sight glasses at the rear of the tractor are for the rest of the hydraulics. Does the three point or remote valves even work?
