Friend just got a 1962 d17 diesel. The oil filter leaks around the top of the bolt head. What is he missing that is letting it leak? Is there a spin on filter mount that will work on his engine?

Here's the part number for the top center bolt gasket 74348266 you can get it from AGCO.
If he is looking to change it to a spin-on filter have him look for a oil filter housing off a D17 Diesel built after engine S/N 117087 or from D19.

You can swap the older oil filter base with one from a newer diesel tractor. The series three and four and the d-19 had spin on filters and use the same filter as the 190 diesel tractors.
