I have a '39 B crank start ,  2 questions:
 
1. When I cold start it I have to have the throttle lever almost fully forward and it takes a lot of cranking to get it to pop.  Help?  When it starts it surges  and then levels off.
Note, the mag has been timed, good plugs, carb rebuilt, gas tank cleaned out.
 
2. When pulling a load and the engine boggs down if I pull the throttle lever back and push forward, then the governor opens up and the engine reves to the needed rpms? help

The surging can be cured by the use of a surge suppressor spring. It goes from the throttle rod connected to the carb up to a manifold stud.
