I was wondering if the seal in this diagram is what I need to stop my D-14 manual steering from leaking? Number 26 below on the lower right. Or is there is another place for the oil to leak from? Any help would be appreciated. rrhead(SD)

Yes that seal could leak or the plate that has the shims. The d15 plate had a o-ring that helped seal the plate to the housing. We replaced the d14 plate with a d15 plate on my d14 for the o ring benefit.
