Hi
 
What should the high rpm be for a WD?  I remade the rod between the carb and the governor arm and also put a new throttle shaft in the carb and in total the rpm at wide open is 1550.
 
Should it be 1600 to 1700 with no load?

  yes but 1/16 of an inch, could change it way too much. Do a search on here, lot's of good advice on this.

I searched the existing posts and didn't find a recommendation on no load high rpm setting.

If I am not mistaken the correct procedure for setting High Idle RPM on the WDs was to ever so slightly bend the throttle control arm on the carb side.

I had to set the linkage last year on my 45 after rebuilding the engine. According to the AC service manual
 
"Place hand lever in full speed position. Hold the carborator throttle valve wide open. The link rod should just reach between the cross shaft arm and carborator valve arm, or at most be 1/16" too long"
"High idle should be 1677-1722. If the speed is too high, let the throttle rod out at the bell crank, reducing the sprint tension on the governor."
