Finished engine rebuild. Filled radiator to just below overflow tube and started engine.
Success,it runs!! However, after running for maybe 5 minutes, water came pouring out of the overflow. Stopped engine to investigate and found water level in radiator just above
core.  lost abouit 2 quarts water because thats what it took to refill. started engine again.
Just starting to show increase in temperature, tank was still cool, and it overflowed again.
What is the normal water level? Am i putting in  to much water?
This was a complete teardown and rebuild, clean block, new sleeves, new thermostat.
Am i missing anything? Any and all suggetions greatly appreciated as i am at a loss as
what to do next. Thantks, George

My WD does the same thing. New rad and everything. It seems to set it's own coolant level in the top tank that it likes and stays there. It never overheats and has been like that for the 10 plus years I have had it in daily use.

Use to figure 2" down from the overflow , this allows for expansion and for any air trapped in water to be relieved without creating a overflow.  Non pressure systems need that room.
