How do I time my magneto? I have the crank and cam lined up but am not familiar with the magneto. Thank you

The first and most important step is to get number 1 cylinder on TDC of the compression stroke and make sure the mag drive is horizontal. If it is not, pull the governor out the back and rotate it so it ends up horizontal when bolted up.

Absolutly agree, and if you ever have your engine apart it is a good idea to find yourself a zero deck caliper. All it is ,is a starret or other brand caliper that points down at your piston and most times has a magnet on it to hold it securely and squarely to your block. Then you rotae the block until the # 1 piston touchs it, when it reads the highest lift, that is your top dead center, than you can put tape on your balencer and really dile em in.

Right now I am at TDC. I don't have the front cover on yet, does this need to go on first?

Yep, as long as you have the cam timed to the crank put the cover on and then stick the governor in from the back side so it bolts up with the slot horizontal.
