I am seeing a little air in my sediment bowl '39 B. No gas leaks. What could cause this?

Suggestions?

There is air trapped in the bowl from when you last installed it.  Loosen the bail, allow some gas to run over the top of the glass bowl (forcing the air bubble out), and then tighten the bail.  HTH

If the tractor is running well don't try to fix what isn't broken. Don't ask how I know!

Mack and nella are right also it's one sign that your needle valve is in good shape.
