Start with the gas tank and sediment bowl and follow it down to the drain in the carb bowl making sure you have a good flow of fuel all the way. Also check around the manifold for leaks by spraying a combustible fluid ... WD40 works or carb cleaner... all around the gasket area of the manifold and around the throttle bushing. If the engine rpm picks up at any time you have found a leak that needs fixed first before doing anything else.

If all of those things check out OK, then start looking at the carb.

Main jet is plugged in the carb. Pulling out the choke is making it run off the other jet.

No, the fuel jet is restricted and by pulling out the choke you reduce the amount of air entering the intake and making the fuel air mixture right to run, but you will find that it don't have the power it should have.

Sorry, I was thinking of a little different style of carb. Guess I should have said - Try cleaning the main jet.
