If PB Blaster and a few hard raps on the end of the eccentric nut do'nt loosten them. the best way is take them off the tractor lay flat on the ground. take out the 8 bolts  holding the locks to the center and pound the center out. once it falls apart clean and loosten all the parts. antisieze the eccentrics and put back together.

you dont need to remove the wheel.just start at yhe top eccentric, remove it,free it up,reinstall and move to the next one till all are free....

Usually have to end up doing the steps that Dakota Dave described. With the eccentrics off the rim center you can lock them in a vice and hammer on the cam bolt with a impact back and forth until they loosen up. Experience has shown the bigger the impact the better too. Seen some that the 3/4 drive really struggled to loosen but persistence will pay off in the end.

Sometimes driving them back and forth with a really big hammer helps to loosen them so the impact wrench will turn them.

Most problems can be solved with the proper application of high explosives.
