Nobody makes reproduction flat spoked ones for the WC. There are ones out there that can be repaired to like new by  http://minnkotarepair.com/steeringwheel.html" rel="nofollow - http://minnkotarepair.com/steeringwheel.html
Call around to guys that part tractors out and find an original. It cost $65 plus the ride to have one redone.

Did even the unstyled '38s have a flat spoke just before the style change? Wondering if they did not.

Don My unstyled 38 had covered round spokes and the center hub was coated. I've never seen another like it. I don't know for sure that it was original.

The only reason I am thinking they could have used round spoke, is because our family WC had spoke before a restore. It had been painted once since new, so It may have been replaced. But that was many years ago. Good chance that steering wheel in the picture came new on the tractor.

Measure the shaft size. The 33-34 had a larger shaft then those that followed. I have a covered one with the for the larger shaft.
