I bought a 39 B yesterday, for the tires, and the block is cracked. The guy had rebuilt the engine and never got it right. He died a year ago and I guess no one checked the antifreeze. Will the parts interchange in all B, C and CA Blocks?

Yes all parts freely interchange on all 125 power unit, B,C,CA,&RC engine blocks with the obvious exception of the very early first year Bs. The only major visual differences are that the later blocks have cast in bosses for mounting a generator.
