I have a D17 diesel that wont rev up rpms fuel pump good rebuilt head valves and lifters all ajusted idles perfect just wont rev up any help or ideas would be helpfull the only thimg left in my brain is the energy cells?

take the top off the pump - metering valve is stuck or sticking /linkage / spring broke best guess. Not the cells -( We welded some up in pulling days - bad idea someone gave us best I can remember)

That or the return line is plugged from a deteriorating flex ring in the governor.
