What is a fair price for a straight WC with the welded rear end? It has good tin, lights powered on 6volt, new rear tires on good rims. I have seen WC's in the war years sell for $500 to $1,200. I have seen a running unrestored 1936 on rear steel bring only $500 and a restored WC on full steel with the cast arm that held the mag bring 2,500. Every buyer knows that the sellers price is way to much. So what do you think is a fair price? I don't know as of yet how much he is wanting.

PS. If I get this WC with the wartime rear, I have an arch frame wide front to put under it.

$500-$1200, You answered your own question. Maybe $200-$300 more for the tires.
