i don't remenber how to set governer, but when we worked on them at the dealership, the first thing we checked was the clyinder bars. If they are worn very much, it will make the governer VERY sluggish acting like it needs to be adjusted. If the bars are worn you can either turn them or replace them.

A spring controls the governed speed. You can pull the cover off the front of the governor and replace the spring if needed. The governor weights could be stuck also.
What's your problem? too many RPMs or not enough? Or is it just not reacting to load?

If the gov. works slow, clean the thrittle shaft on carb. If the link on carb where the cable controles the carb. is rusty or dirty or cable not lined with link, it will bind causing poor gov. action. MACK

Just trying to help a friend, sat in a shed for 28 years, he started taking everything apart before knowing what he was doing. He said he adjusted the screw on the governer and took the carb off? don't know why. just wanted to set everything back right before trying to start it up.
