What is the dwell on a WD?  Also, how is this engine timed?

I'm not sure what the dwell is, but .020 works for point gap. There is a window in the side of the frame inline with the the rim of the flywheel. Center the FIRE line in the window with the engine at full throttle. I just set them by ear. I had a long time A-C mechanic tell me the timing is right when you close the throttle from full rpm quickly to idle and you get one loud backfire out the exhaust.
