I came across a G in a shed today.  It has a regular PTO shaft with a V-Belt pulley on it.  I tried turning the pulley with my hand but it was frozen in place.  I'm sure it's possible for the PTO to be "frozen" but, if that wasn't the case, could the engine be frozen?
 
It's my impression that if the engine is running, the PTO is turning on a G.  ...is that correct?
 
Is there anything about this G's engine that can be inferred by the PTO not wanting to move?

If it has a hydraulic pump it can be disengaged from the engine. If it doesn't have the hydraulic, I think it is direct of the engine.

Any time the clutch is out, the pto is engaged. So even with the engine off, unless the pedal is locked down it's not going to turn

It did not have a hydraulic pump.

the shaft is at a right angle to the engine crankshaft, therfore it will not turn the engine very easy. It's not like a B which is in a straight line. Bob
