On my uncle's gas 190 I can't get the governor adjusted. It goes from idle to airplane speed if you just touch the throttle. The linkage from the carb to governor arm is free and smooth. The linkage was too long by quite a bit. I adjusted it so the pin is a slip fit with the throttle lever open and the carberator throttle shaft wide open. I think that is correct. Starts fine and idles and like I said goes zoom with just a bump of the throttle lever. Any suggestions? Governor weights or internals?

I've never had one of those governors fail internally. But, I think yours has.

I was hoping you wouldn't say that.

So I finally got back to my uncle's to look things over more. The idle adjustment screw wasn't contacting the stop. I bent into place so now we can adjust the low idle rpm. Still have the high idle problem. There's no way the throttle cable can cause this .... adjust wise I mean? The cable is not very old. The tractor was bought in this condition.

BTW it had a rag shoved into the air cleaner pipe.

Here's a video

Carburetor isn't a Bendix/Zenith. There is a problem with the throttle shaft LEVER on the carb. I see sloppiness in the linkage there. I also see the throttle shaft lever not being correctly orientated. Looking at the carb from the right side of the tractor, the levers hole should be at 10 oclock when fully opened (and no more) and 2 oclock when fully idled down. I see things going on there that are not correct.  Also, the governor arm has no paint on it. Someone has been working on the governor. Get the throttle shaft positioning corrected and the sloppiness first. Then, adjust the link rod clevis. And if it still doesn't work the governor has an internal problem.

OK thanks. He had the carb off and someone did work on it. They somehow eliminated the little diaphragm in it. Uncle also found a few oil leaks that he wants repaired. I didn't realize what I signed up for!

Probably be a week before I set eyes on it again.

Also I do have a Bendix-Zenith all cleaned up and ready to go if he wants but so far he wants to keep fighting with that dastardly Holly! And he just doesn't want to believe that there may be the governor issue. But I do love my uncle so onwards and upwards we go.

Those Holleys are very persnickity, if they are working correctly, they are very good carburetors. They are easily tuned to the local fuel you have with standard Holley jet changes. However they are not a rock stupid design as M/S or a Zenith and have multiple small details that most everyone working on on will overlook. Also many needed parts are NLA. If your uncle is determined to stick with the Holley, it be money well spent to send it to someone that knows what they are doing and has Holley single barrel updraft experience.

If it was fun to pull in LOW gear, I could have a John Deere.
Real pullers don't have speed limits.
If you can't make it GO... make it SHINY

He did take it to someone who said they could make it run. And it does run fine but either the linkage or governor or both are messed up as Dr Allis said. I may get back to it on the weekend.

sounds like you have a needle bearing out on the shaft of governor , and you have lost the spacing on the spool to run throttle lever and they run wild , have to press apart to replace it
