I showed the photos to my deceased granny and she said that it was a thing to make little boys ask questions.

I am not for 100% certain but I think it is a tool for terminating fence fabric, or barbed wire strand by wrapping a bitter end around another section of fence, or fabric.

It is for putting screen in aluminum window frames. The flat strip pushes the screen down into the groove. The rubber rope goes through the hole. The curved finger forces the rope down into the groove locking the screen in place.

The wealth of knowledge available on this Forum is amazing. I didn’t have a clue either but truckerfarmer’s explanation seems feasible.
