My good friend who let's me hunt,play on his 80 acres has a Ford 641 workmaster that had a bad tire/rim on the back . He would air it up each time he used it . Eventually tube gave out and rim was rusted through in a couple spots. I went on YT and ordered a rim ,fair price. Bought an Alliance 13.6x28 tire . Mounted it with valve stem out with direction correct. Hauled it 70 miles to the 80 acres . Took old tire off . Solid center that is domed shaped. Dome attaches to rim through 6 flanges welded to rim . Problem is these flanges are welded to the wrong offset side of rim . I could take tire off ,change tire direction and mount so that valve core will be on the inside. Not sure what issues that would bring about. Called YT ,finally got response, turn dish over or run with valve core on the inside. Was explained to me that these are universal rims that mount on several different models. Leaning towards running the valve core on the inside. Tractor only used for Bush hogging but my friend Chuck pushes this thing to its limits. Worried he will get something caught and break the valve core off . What's your guys thoughts.

While you have the tire dis-mounted to turn the tire around for the correct spacing, put a hole for the valve stem in the other side of the rim. No big deal, I use a small OD 5/8" flat washer after cutting a new hole with a hole saw. With some careful welding and grinding, it will look just like the other side.  You can use a tubeless tire valve stem in the unused hole to keep dirt out.

My 8n has the valve stems on the inside and they've been there for maaaaaaany years.

some tractors hve the valve stem on inside so they aren't as ap to get knocked off on the outside

My friend Chuck showed up today. He wants the valve stem on the outside. Flipped the dome over and mounted the tire. It sticks out 2 inches farther than the other side . Chuck said he is fine with it. His tractor so it stays this way. If it was mine I would flip the tire on the rim and leave the valve stem on the inside so both sides match as to tire width.
If I had any welding skills I would do as Paul suggested.
