I have a '39 Allis B that has a crank seal leak. I replace the seal about 15 years ago. When I did the replacement I also put on a speedy sleeve. My question, do I need to replace the speedy sleeve this time when I replace the seal?

The tractor does not idle down, when I pull the throttle all the way back the engine is still running at more than half speed. Is this a governor issue or a carb. issue? What do I do to resolve if it is a governor issue?

Can't help on the crank seal replacement.  But for not throttling down, I would look for wear in the throttle linkage.  Specifically where the throttle rod connects to the governor.  My CA has the same problem.  The rod is very worn and the hole by the governor spring is ovalled out as well.  They should fit snug.

You will get some shaft wear due to the seal riding in the same place.. If you have a lot of hours after 15 years, it might be best to replace the speedy sleeve also.. If it has a few thousands wear, it could be cut thru the groove.

On the idle, grab the rod on the left side that connects the carburetor to the front linkage at the radiator... pull or push the rod by hand and see if the governor cooperates and you can actually push the carb to low idle...

If you want to RESET the linkage, pull the cotter pin on the carburetor rod at the FRONT on the left side.... pull the throttle lever at the quadrant to WIDE OPEN... Go back to the left side and pull the carburetor rod WIDE OPEN and see if the rod aligns with the hole in the arm running from the governor , across the front of the motor to the left side.. You should have the carb rod "almost" reach the governor arm hole... just a few thousands short.. If not, bend the gov rod forward or back so the carburetor rod slips into the gov arm hole.

to troubleshoot, disconnect the governor from the carb, set the carb to idle and hold it there with a cable tie. start it and see if it idles. 

Or check to see if the carb is returning to idle at all prior to disconnecting. it may be sticking. 

If it idles, then it's the governor or linkage. 
If it does not, it's the carb. 

simple.

On my crank I just filled in the spiral groove with JB Weld then sanded it down to be flush with the shaft. 5 years passed and no leaks yet.
