There is one big pump that satisfies the power steering/power director/pto circuit (priority) and then the hitch lift/remote circuit. If you have good pressure/flow at the remotes, it has to be related to the flow divider spool somehow.

Yes flow divider sticks. Any recommendations?

Take out  the flow divider spool and polish the bejeezuz out of it.  Make sure there is nothing causing it to stick, like a tiny spec of dirt or chunk of o-ring or such in its passage

Might be time to drop the sump and clean/inspect the suction screen and change the hyd oil and filter. Polish that spool with emery cloth and clean the bore until the spool is free to slide.
