anyone know of a site where there might be video that would show priming a 7040 after changing fuel filter

The primer handle can become disconnected from the pumping piston. When this happens you'll never get it primed. Spread apart the wire bail and pull the handle out. If the rubber piston isn't connected to the handle, dig it out and reattach it. Pump slowly from then on or get a new handle assembly.
