Does the power steering use the same sump as the rest of the hydraulics?  I assume yes? If so, I assume the sump is shown here at the bottom with a pipe disconnected?

If I get the hyd sump buttoned up and filled, could I expect to move the front wheels with steering shaft even if tractor off?  Its %100 hydraulic as far as I can tell, unlike my D17

Steering is "hydrostatic" which means 100% hydraulic. I would not expect to be able to turn the wheels on that tractor. Some tractors will steer with engine off and others will not. All depends on how much internal leakage there is.

I agree with the Doctor.  I always wondered why some of mine would steer and others wouldn't.  I had the steering motor on my XT rebuilt a couple of years ago when I was restoring it and it did make a difference.

Skidloader with forks under the front axle and pick it up. Chain axle loosely to the fork carriage so it can't slide off.

Seems a really poor design to have no way of turning wheel without power....neighbor has a tractor thats %100 hydro front end but even with power off he can get the wheels to turn

When this salvage yard 170/175 was new you could also steer it manually !!

Oh.. then I misunderstood what you said.

So I can get it to steer. Per my previous unanswered question, does the steering hydro use the sump per my pic?

My immediate goal is to get it under cover and take the head off and see what I am dealing with.  Got to be able to move it.

If it had been run recently, it likely would be able to steer a little bit with the steering wheel. But, when they've been sitting for years, there's little chance a hydrostatic steering system from and brand will work. There is a "closed loop" system built into it in case of loss of engine/hyds when driving, to maintain control.

x2 we have a 170 diesel we bought new and had to pull start it over the years and you can steer it with some effort if recently ran

Actually the steering is open center also. The steering control is more like a metering valve. As long as it has enough oil in the system, the rotor will pump oil to the cylinder to steer.

The whole tractor is an open center system, but when shut off, the hydrostatic steering system becomes a closed loop manual steering system for very limited use. There's a big difference in closed center, and closed loop system lol!
