I right, I bought a 6' snap couple disc for my CA, on flat ground not too much of a problem but on hills the front want to pop up when raising the disc.  Question since the side weights are hard to find in my area, how well would the front wheel weights work and would they make it hard to steer is I used them.

you could make a mount for the front cultivator bolt holes for suit case weights. Easier to find and take on and off.
With the side weights on, it steers much harder.

Look at Kubota , john deere, and IH compact tractor weights/brackets, usually more plentiful, and cheaper.  Also, skid loader weights/brackets...Hug

The front weights should be enough . I use an 8-1/2’ mounted behind my “CA”. I never had an issue with just the front wheel weights.
The wheel weights will not make the steering any harder as the weight is on the ground. If you add weight to the tractor it will affect the steering . How much it will affect depends on the condition of the bearing at the base of the front pedestal .

I can get the front wheel weights for under $100 per wheel, I have a bracket we made on the front from a  cultivator mount but don't have any front weights anymore, sold them with a tractor back in 2018.

A  JD large garden tractor weight bracket will bolt up on the two front cultivator bosses with maybe a little trimming on the weight bracket then you can use a variety of hanging weights which are easy to take on and off depending how much weight you need.

That would work, as stated I used in Saturday in the garden on flat ground no problems but going up a hill she gets light and bouncy.
