Is there any easy cheap way to remove paint off old tractor rims.

Several things come to mind. 
Sandblasting may be the best. it may cost you up to $100 for a pair. I like to have the tires removed and then blast. It can show if the rim has any weak areas too. 
I got a pair done for $50.00 a few weeks ago.
Electrolysis process is very low cost but the set up to have  a tank that big may be prohibitive. 
Mechanical wire brushing can work too.
Also paint removers can loosen a lot of old paint.

A lot of shops have switched to Soda Blasting to get away from Silica Poisoning issues, we used Black Magic agent which was basically Coal Cinders, not a lot of call nor people to do this around here anymore.

I had a pair blasted with centers and the eccentrics all included.  I had them all disassembled so they had lots of small stuff to do. They were doing big dump trucks and the rear axle area of road tractors.  Couple years ago now, it cost $150 if I remember correctly.  I was very pleased with the job.

If you have an old stock tank, Line it with 6 mil plastic sheeting.  Fill with your electrolysis solution.  Put a plastic grid in the bottom to hold the rim off the bottom.  Hook up the wires and such.

I have used A1 Paint Powder  & Sandblasting in KC with great results

'blasting' is faster but $$$ compared to electrolsys, depends on what you value  time or money.

Burn them off! --- Watch how long you leave them in the fire. I saw a guy do this one time, after the burn he wire brushed them, then washed them good. Didn't seam to hurt the rims any.
I use a big body grinder to clean them. There is no easy way to do it and any way is going to cost money.
