Dipstick says ram extended . Would that be with the lift arms down ? Thanks

no, lift arms up....
you do NOT need an implement on them though.

Do yourself a favor and once checked at full mark, mark the level or measure up from the bottom of the stick for marking with a punch. I put 3 dots across all of mine with an auto punch so they can be checked when down before starting to raise em'.
